DefenceTurk: The "Blue Homeland" Map

A "Blue Homeland" map for the Republic of Türkiye from retired Rear Admiral Assoc. Prof. Dr. Cihat Yaycı

For years, the Turkish Naval Forces have represented the visionary wing of the Turkish Armed Forces, giving maximum support to efforts to develop domestic products and technology. The main factor behind this is the visionary and well-trained officers of the Turkish Naval Forces.

Appearing as a guest on journalist Mehmet Akif Ersoy's live broadcast on HaberTürk TV, retired Rear Admiral Assoc. Prof. Dr. Cihat Yaycı once again presented the "Blue Homeland" map based on his own academic work. In his remarks on the program, Yaycı stressed: "We must protect every drop of water just as we protect every inch of land." Known as the architect of Türkiye's Eastern Mediterranean and Libya strategies, Rear Admiral Cihat Yaycı, together with the visuals he shared, stated that the Republic of Türkiye should declare an exclusive economic zone (EEZ) in a planned manner. He emphasized that the EEZs to be declared must be meticulously examined so that no rights are usurped.

In his remarks, Yaycı stated that countries act pragmatically in areas where bilateral interests are at stake and emphasized the importance of concluding EEZ agreements with Eastern Mediterranean countries such as Israel and Lebanon. In his remarks, Yaycı said:"We should declare such an area as an exclusive economic zone (EEZ) as if agreements had been made with Israel and Lebanon".

Statements by the relevant authorities of the Republic of Türkiye indicate openness to talks with the other Eastern Mediterranean countries except the Greek Cypriot Administration. In his statement, Yaycı also emphasized that detailed country-specific studies should be carried out on the EEZs that the Republic of Türkiye could potentially sign. The "Blue Homeland" map prepared by Yaycı as a result of his academic work is as follows:

On the Maritime Jurisdiction Areas Delimitation Agreement Between Türkiye and Libya

"The Republic of Türkiye has signed a number of agreements on security and the delimitation of maritime jurisdiction areas with the Government of National Accord (GNA), which is also recognized by the United Nations as the legitimate government of Libya.

It should be noted that the Maritime Jurisdiction Areas Delimitation Agreement between Türkiye and Libya has brought important gains for both sides. In this context, while Libya was meant to be squeezed into an area of 65,523.25 km2, it gained rights over an area of 101,606.67 km2, and yet another of Greece's attempts at usurpation in the region was prevented.

As a result, by signing a Delimitation Agreement with Libya after the TRNC in the Eastern Mediterranean, the Republic of Türkiye has clarified its "western" boundaries. The agreement supports the existing legal theses of the Republic of Türkiye, has weakened Greece's usurping theses and has blocked attempts to isolate Türkiye from the Eastern Mediterranean. In this context, it is vitally important that the GNA holds on in the Tripoli axis. That is why the Republic of Türkiye has chosen to become more involved in the process by increasing its presence on the ground, and at one point was compelled to do so.

In the international system, countries make their presence felt through national security policies structured first to protect their current position and then their potential interests. The current military presence of the Republic of Türkiye in Libya, Syria and Iraq is a result of these national security policies. In this context, the cooperation between the Republic of Türkiye and the Libyan Government of National Accord is based on common security and the preservation of rights arising from international law."
